Every opening in a house is a weak point in a hurricane. When a window or door fails, wind pressure builds inside and can lift the roof from below. That is why Florida building codes, and Florida insurers, care so much about opening protection. The choice most homeowners face is impact windows vs hurricane shutters. Both can meet the code and both can earn an insurance credit, but they differ in cost, convenience and what they do for the house on the other 360 days of the year.
Solar Cost Calculator – Florida Panhandle Only
* Estimate based on $3.25 per watt for solar installation.
* For Tesla Powerwall 3 Batteries, $15,000 for the first battery, $12,000 for each additional battery.
* Other variations and types of Batteries are available.
What each one is
Impact windows and doors use laminated glass, two panes bonded to a tough plastic layer, in a reinforced frame. When struck by debris the glass may crack, but it stays in the frame and keeps wind and rain out. They are permanent and always in place.
Hurricane shutters are separate coverings that go over ordinary windows and doors before a storm. The main types are:
- Storm panels: removable steel, aluminum or clear polycarbonate sheets bolted over each opening. The lowest cost, and the most work to put up.
- Accordion shutters: permanently mounted panels that fold to the sides and pull shut in minutes.
- Roll-down shutters: housed in a box above the opening, lowered by crank or motor.
- Bahama and colonial shutters: hinged, decorative shutters that double as shade.
- Fabric screens: strong woven panels that clip or roll into place and are light to handle.
Side-by-side comparison
| Factor | Impact windows | Shutters |
|---|---|---|
| Upfront cost | Highest | Lower, from panels at the bottom to motorised roll-downs at the top |
| Preparation before a storm | None | From minutes (accordion, roll-down) to hours (panels) |
| Protection if you are away | Always on | Only if someone closes them |
| Everyday benefits | Less noise, better security, blocks most UV, often better insulation | Little, except Bahama types which give shade |
| Light during an outage | Normal daylight | Dark indoors unless panels are clear |
| Appearance | Looks like a normal window | Visible tracks or housings on most types |
| Upkeep | Ordinary window care | Tracks and locks need cleaning and lubricating, especially in salt air |
Which gives better protection?
Products of either kind that carry Florida Product Approval for your wind zone are tested to resist the same large-missile impact and pressure cycles. In that sense they are equal. The practical difference is human. Impact glass protects the house when you are traveling, when the storm turns at the last minute, or when you can no longer climb a ladder. Shutters protect only when they are closed. Shutters do have one advantage: they take the hit, so the window behind is unharmed, while impact glass that has done its job may need replacing afterward.
Energy and comfort
Many impact windows are sold with low-emissivity coatings and insulated glass, which reduce the heat coming through. If your existing windows are old single-pane units, replacing them with efficient impact glass can lower cooling load and make rooms near west-facing glass more comfortable. Do not expect miracles on the bill from windows alone. As we discuss in why new windows do not always lower your electric bill, attic insulation and duct sealing usually deliver more per dollar.
Insurance credits: the all-or-nothing rule
On the Florida wind mitigation form, opening protection is judged on every glazed opening together. Windows, sliding doors, skylights and, for the higher credit, the garage door and entry doors all have to be protected by rated products. One unprotected opening can lose the credit. That means a mixed approach works well as long as it is complete: impact glass on the hard-to-reach upstairs windows and the front of the house, rated shutters on the rest, and a wind-rated or braced garage door. Keep the product approval paperwork and permits, because the inspector needs to see them.
How to choose
- Budget is tight: storm panels on everything give full code protection at the lowest cost. Label each panel and store the hardware with it.
- You are often away, or putting up panels is physically difficult: impact glass, or motorised roll-downs with a battery backup.
- Windows are due for replacement anyway: the extra cost of impact glass over ordinary new windows is much smaller than the cost of doing it later.
- Second story or hard access: impact glass avoids ladder work in a rising wind.
- Rental or vacation home on 30A or Navarre Beach: something a manager can close in minutes, or impact glass.
Do not forget the garage door
The garage door is the largest opening in most houses and a common point of failure. A wind-rated door, or an approved bracing kit for an existing one, is among the most cost-effective storm upgrades available. Check the label on the inside of the door for its design pressure rating.
Openings, the roof and solar
Opening protection and roof strength work together. Keeping wind out of the house reduces the upward load on the roof, which is the same roof that carries a solar array. Arrays are engineered for local wind speeds and fixed into the rafters, as we explain in why solar installations require wind uplift calculations and how installers evaluate wind exposure on coastal homes. A house that keeps its openings and its roof is also a house that keeps its power, if it has battery storage. See solar and hurricane readiness for how that fits together.

Frequently asked questions
Are impact windows worth the money in Florida?
For many owners, yes, because of the convenience, security and everyday comfort. Shutters give equivalent storm protection for less if you are able and present to close them.
Do impact windows lower insurance?
They can, through the opening protection credit, but only when every opening is protected and documented.
Can impact windows break?
The glass can crack under impact. It is designed to stay in the frame and keep the opening sealed.
Is plywood good enough?
Properly installed plywood is better than nothing, but it generally does not qualify for insurance credits and is slow to fit.
Conclusion
In the choice of impact windows vs hurricane shutters, protection is equal when both are rated and used. Impact glass costs more and asks nothing of you. Shutters cost less and depend on someone closing them. Protect every opening, including the garage door, and keep the paperwork for your insurer.
